China's Cyberspace Administration (CAC) has released a draft of new regulations that would enable real-time censorship of satellite communications.
The draft, issued in the name of national unity protection and terrorism prevention, includes strict controls on the use of satellite communication equipment.
According to the draft released on September 27, all organizations and individuals using satellite communications must comply with these regulations, and it is prohibited to produce, distribute, or share illegal content via satellite communication devices. All satellite-connected devices, including satellite terminals mounted on various means of transportation such as vehicles, ships, and aircraft, will be subject to censorship.
The CAC explained that the reason for strengthening censorship regulations is to prevent the undermining of national unity and to block the spread of terrorism, extremism, ethnic hatred, and disinformation.
In particular, it emphasized that such measures are inevitable to maintain China's legal system and ensure social stability.
The regulation also places significant responsibility on satellite communication operators. Operators are required to monitor and control their users to prevent illegal activities, and must immediately report any illegal content they discover to the authorities.
The draft also includes a requirement for operators to collect users' identity information and process such data within China.
Additionally, the CAC specified that satellite communication operators must immediately halt the transmission of illegal information if discovered, preserve relevant records, and report the incident to the authorities.
Some experts are concerned that the increased censorship of satellite communications may suppress the free flow of information and impose tighter regulations on international communication service providers.
However, the CAC maintains its stance that these measures are essential for safeguarding national security.
China has already been tightening regulations on various forms of communication, including the internet and mobile networks, and this satellite communication censorship draft appears to be an extension of those efforts.
