The Bank of Korea has been found to maintain the employment of over 100 non-regular workers through contracts of less than one year, a practice commonly referred to as "split contracts."

According to data submitted by Rep. Park Sung-hoon of the People Power Party, a member of the National Assembly's Planning and Finance Committee, as of the end of last month, the Bank of Korea employed 111 non-regular workers.

Most of these workers are office assistants, and all of their contracts are for periods of less than one year. Once the contract period ends, they must either leave the Bank of Korea or renew their contracts.

Among the non-regular workers currently employed by the Bank of Korea, there is an employee who joined in February 2000 and has now been with the bank for 25 years. This employee, too, will need to renew their contract by January of next year.

There are also 14 non-regular workers who have been employed for more than two years.

Critics argue that this practice is a loophole to avoid the current law, which mandates converting non-regular workers to regular employees after two years of employment.

The treatment of non-regular workers at the Bank of Korea is significantly inferior to that of regular employees.

As of last year, the average annual salary for short-term non-regular workers on contracts of less than one year was 28.61 million won, and for long-term non-regular workers on one-year contracts, it was 48.46 million won, which is considerably lower than the 107.43 million won earned by regular employees.

Non-regular workers also face disparities in benefits such as health checkups, congratulatory and condolence payments, housing loans, and living stabilization loans, compared to their regular counterparts.

Rep. Park criticized the practice, saying, "Even the central bank of South Korea is engaging in split contracts to cleverly circumvent the law. There needs to be an investigation into the unfair disparities in welfare benefits, and the practice of split contracts for non-regular workers should be reviewed from the ground up."
