The U.S. Eases Space Technology Export Restrictions... Boosting the Global Space Industry

The U.S. Department of Commerce’s announcement on October 17 regarding the easing of export restrictions related to space technology is expected to serve as a major turning point for the global space industry.

This regulatory revision comes after the Commerce Department gathered input from space companies over the past five years, aimed at enhancing the competitiveness of the U.S. space industry and strengthening cooperation with key allies.

At the core of the revision is the reclassification of several space technologies, previously managed by the U.S. Department of State’s “Munitions List,” to the Commerce Department’s “Commerce Control List.”

This change is expected to facilitate the export of satellites and related technologies to countries with close diplomatic ties to the U.S., such as Australia, Canada, the United Kingdom, South Korea, and Japan.

In particular, the revision is anticipated to make it easier for U.S. companies to export technology in areas such as satellites using electro-optical and radar-based remote sensing technologies, as well as in-orbit logistics and servicing.

Additionally, for certain satellite components, export licenses will no longer be required when exporting to over 40 countries, including NATO member countries and European Union member states.

Moreover, there are ongoing discussions to transfer some space-related technologies currently under ITAR control to the Commerce Department’s commercial list.

However, the final decision on this will be made after gathering public comments until November 22.

The U.S. government emphasized that while this easing of regulations is in line with the global commercialization of the space industry, safeguards to prevent the transfer of technology to adversarial countries such as China and Russia will remain in place.

Chirag Parikh, Deputy Executive Secretary of the U.S. National Space Council, stated, “This revision will strengthen the foundation of the U.S. space industry, solidify international alliances, and lead innovation,” reaffirming U.S. leadership in space technology.
