US FCC Grants Conditional Approval for Starlink 'Direct to Cell'

Starlink has secured a conditional license to provide the 'Direct to Cell' service to T-Mobile users in the United States. The U.S. Federal Communications Commission (FCC) announced the decision on November 26.

The license's core terms involve using 7,500 second-generation Starlink satellites and T-Mobile's cellular frequencies to deliver 'Direct to Cell' services in remote areas of the U.S. However, the service is contingent on not interfering with other carriers' frequencies.

SpaceX plans to launch up to 30,000 second-generation Starlink satellites, but only 7,500 have received regulatory approval so far. Of these, approximately 2,600 satellites are already in orbit, and 320 are equipped with 'Direct to Cell' payloads. This scale of satellites enables basic text messaging capabilities through the service.

The FCC has deferred a decision on SpaceX's request to increase the frequency power of its 'Direct to Cell' satellites. Enhanced frequency power could enable voice, video, and data communication through the service but raises the risk of interference with other carriers' frequencies. As a result, Starlink's competitors have opposed this enhancement.

In March, the FCC ruled that if 'Direct to Cell' signals interfere with terrestrial carriers' frequencies, the satellites must cease operation immediately.

Meanwhile, AST SpaceMobile, a competitor in the 'Direct to Cell' space, has partnered with U.S. carriers AT&T and Verizon for wireless frequency usage. However, regulatory approval for these agreements is still pending. AST SpaceMobile plans to initially target AT&T and Verizon users in the U.S. before expanding to international markets. It has already established partnerships with Saudi Arabia's STC, Japan's Rakuten Mobile, and other international carriers.

SpaceX also intends to expand its 'Direct to Cell' service internationally, beginning with T-Mobile in the U.S. Its international partners include Rogers (Canada), One NZ (New Zealand), KDDI (Japan), Optus (Australia), Salt (Switzerland), and Entel in Chile and Peru.
