From 2025, it is expected that SpaceX's low-Earth orbit satellite internet service, Starlink, will be available in South Korea.

The National Radio Research Agency, under the Ministry of Science and ICT, has announced a draft amendment to technical standards for the use of Starlink terminals, and procedures for the full-scale introduction of the service are underway.

On October 15, the National Radio Research Agency administratively pre-announced the ‘Amendment to Technical Standards for Simplified Radio Stations, Space Stations, Earth Stations, and Other Business Radio Equipment Used for Radio Detection.’

The purpose of this is to establish relevant technical standards to ensure the smooth use of low-Earth orbit satellite communication devices, including Starlink terminals, in the country.

The research institute stated, “It is necessary to establish technical standards for Earth stations to ensure the smooth introduction of low-Earth orbit satellite communication, allowing for high-speed internet communication anytime, anywhere, while protecting radio resources and maintaining order.”

The key content of this amendment is the creation of new technical standards for user terminal Earth stations that communicate with non-geostationary satellites orbiting at altitudes below 600 km.

Through this, the agency plans to ensure that these terminals can be operated stably without radio interference with other radio equipment.

Once the 60-day administrative notice period is over, the Ministry of Science and ICT is expected to approve a cross-border supply agreement for the introduction of Starlink’s domestic service.

In March 2023, Starlink established its subsidiary ‘Starlink Korea’ to handle business operations within South Korea and completed registration as a facilities-based telecommunications service provider.

Since then, the agreement process with the government has been underway, and after legal reviews and other procedures, Starlink is expected to begin service in South Korea in early 2025.
