40,000 Coupang Logistics Workers Found Without Industrial Accident and Employment Insurance

 

 

 

Around 40,000 workers employed by Coupang's logistics and delivery subsidiary, Coupang Logistics Services (CLS), and its contracted delivery agencies were found to be without industrial accident and employment insurance coverage.

According to the Korea Workers' Compensation and Welfare Service (KCOMWEL), these workers had been working without even the minimal legal safety nets.

KCOMWEL conducted a comprehensive investigation from December 20 of last year to May 30 of this year, targeting 528 delivery agencies and 11 logistics centers contracted with Coupang's logistics and delivery subsidiary.

The investigation revealed that 90 delivery agencies had failed to report their workers for industrial accident and employment insurance, affecting a total of 40,948 unreported workers and labor providers.

Among them, 20,868 were not enrolled in industrial accident insurance, and 20,080 were not enrolled in employment insurance. Excluding duplicates, approximately 20,000 workers were found to have been left out of social insurance coverage.

KCOMWEL plans to impose overdue insurance premiums amounting to 4.737 billion KRW (2.022 billion KRW for industrial accident insurance and 2.715 billion KRW for employment insurance), along with penalties of 296 million KRW.

This investigation was initiated following a revelation during a National Assembly audit last year that a subcontracted operator of a Coupang logistics warehouse had been requiring workers to sign waivers relinquishing their rights to industrial accident insurance.

KCOMWEL stated that it has provided guidance and instructions to business owners of Coupang CLS subcontractors to prevent recurrence of such issues.

Park Jong-gil, Director of KCOMWEL, emphasized, "Industrial accident and employment insurance should be applied to all workers and labor providers, regardless of the size or type of business. We will thoroughly investigate similar cases in related industries and continue our efforts to prevent recurrence."
