ennifer McClellan, the U.S. Representative for Virginia's 4th District, has introduced a bill titled the 'Celestial Time Standardization Act,' aimed at establishing standard time for the Moon and other celestial bodies.
This bill directs NASA to lead the research and development of celestial standard time, emphasizing cooperation with relevant government departments, the private sector, and academia.
In a statement, McClellan said, "We are entering a new era of space exploration, and we have an exciting opportunity to set standards that will lead global competitiveness."
She added, "As activities on the Moon and beyond become increasingly complex, the need for standard time is growing."
The bill instructs NASA on three key points:
NASA will lead the research and definition of celestial standard time and develop a standardized celestial time.
NASA will collaborate with the Department of Commerce, the Department of Defense, the Department of State, the Department of Transportation, as well as the private sector, academia, and relevant international standard-setting organizations.
Within two years of the enactment of the law, NASA will submit a strategic report on the establishment of celestial standard time to Congress.
Meanwhile, the White House directed NASA in April to develop a strategy for a unified standard time for the Moon and other celestial bodies by 2026.
The White House Office of Science and Technology Policy (OSTP) warned, "Clocks on the Moon would slow down by an average of 58.7 microseconds per day (one-millionth of a second)," and without a lunar standard time, it would be challenging to ensure the safe transmission of data between spacecraft or to synchronize communications between Earth, the Moon, and astronauts.
The OSTP also stated that implementing lunar standard time would require international consensus through existing international organizations and agreements such as the Artemis Accords.
