The core technology strategy includes expanding the fleet of space launch vehicles, including the next-generation KSLV-3, the current workhorse KSLV-2, and a small launch vehicle developed by the private sector. The plan also calls for the exploration and expansion of demand for satellites and application services.

The space industry clusters will be located in South Jeolla Province (launch vehicles), South Gyeongsang Province (satellites), and Daejeon (R&D and human resource development). The plan also includes the construction of a space launch site for privately developed rockets and space environmental testing facilities.

The microsatellites plan includes an investment of 1.4 trillion won over nine years (from December 2022 to 2030) and the development of multiple SAR and EO earth observation satellites, satellite constellations for civil and national security purposes, and ground and application systems. The project is an interministerial one, involving the Science ministry, defense ministry, Defense Acquisition Program Administration, and Korea Coast Guard.

The budget for the plan includes a doubling of the government's annual space budget by 2027, with a budget of 7,340 billion won for 2022.

The plan also includes a focus on education and human resources, including space education materials for school-aged children, space-focused labs and a "future space education center" at the university level, and reeducation and hiring of MA/PhD degree holders through industry-academia collaboration.

The plan also calls for the establishment of a space agency and the designation of the President, rather than the Prime Minister, as the chair of the National Space Committee.
